A smoke management program (SMP) outlines policies and procedures for managing smoke from prescribes and wild-fires. SMP's are generally developed by state and tribal agencies with cooperation from various stakeholders. The SMP is meant to have elements of BSMPs as a core with a more structured approach to organization and participation.
