Federal Implementation Plan (FIP)

In the event that states do not submit a State Implementation Plan to address transport of air pollutants across state lines or ambient air quality, as required by the Clean Air Act, the EPA may issue a Federal Implementation Plan (FIP). An FIP is an implementation plan developed by the EPA which outlines how a state or local nonattainment area will address noncompliance with the NAAQS.
