BART is an acronym for Best Available Retrofit Technology. This term refers to additional pollution controls that industrial facilities must utilize to reduce their emissions.
The use of BART is mandated by the Regional Haze rule as a method to control the amount of visibility reducing pollutants emitted by old facilities which lack modern emission controls.
